Essential

Socket set - metric. In particular 8, 10, 13, 15, 17, 21mm. Ideally two of some of these.
Spanners - ring and open end, in the above sizes.
Electric drill - (variable speed very useful)
Drill bits - a set from 2mm to 12mm, so you can drill holes in stages.
Angle grinder - lots of disks, wire brushes.
Sheet metal shears. Capable of cutting 1.2mm stainless.
Hacksaw
Wirebrushes.
Files
Gullible firends.
Axle stands (2 pairs useful)
Trolley jack
Ear defenders, goggles, facemask.
Pop riveter

Useful

Taps and dies - various sizes (10mm useful for shortening the gearlever, 8mm for cleaning threads in the engine etc)
Engine hoist. (Almost essential - I would hate to have done the job without)
Trolley to make the chassis mobile at the early stages.
Brazing torch - or welding kit perhaps.
 

Wished for

Hole saws.
Shrink.
 

In general, good tools pay for themselves. I bought a cheap angle grinder and regretted it for the second half of the build once the bearings were shot. Cheap spanners break and slip - you will damage your knuckles enough on the rough steel edges as it is.
